Chapter 7: The Report He Never Filed
Daniel read the sentence three times before the words finally made sense.
*The concern was first reported by Daniel Foster himself.*
He stood on the patio with his phone in one hand, the morning sun warming the back of his neck, while his nine-year-old son laughed at something Grace had said.
For a moment, the ordinary sounds of the garden seemed impossibly distant.
He had never filed a report about Elliot.
Never.
He had never accused his son of being dangerous, never asked a company employee to investigate him, and never authorized anyone to arrange residential placement.
Yet there it was.
His name.
His company's records.
A statement that suggested he had been the person who initiated the process that could have removed Elliot from his home.
"Dad?""
Daniel looked up.
Elliot stood a few feet away, holding Anna's photograph against his chest.
"Are you okay?""
Daniel locked his phone.
"Yeah, buddy. I'm okay.""
Elliot studied his face.
"You look like you did when Mom was in the hospital.""
The comparison cut through him.
Daniel crouched beside his son.
"I'm just trying to understand something.""
"Did something bad happen?""
"Something confusing happened. But it's an adult problem, and I'm going to take care of it.""
Elliot glanced toward the house.
"Is Claire in trouble?""
Daniel hesitated.
He wouldn't lie to his son, but he wouldn't make him responsible for an adult's consequences either.
"The grown-ups are going to have to answer some difficult questions," he said.
"You don't need to worry about that.""
Elliot nodded.
Then he asked, almost inaudibly, "Am I still allowed to stay here?""
Daniel pulled him close.
"Yes.""
"Even if the papers say I did something wrong?""
Daniel froze.
"What papers?""
Elliot's face changed.
He had said too much.
"Elliot?""
The boy looked down at Anna's photograph.
"Nothing.""
Daniel kept his voice gentle.
"Buddy, I won't be angry if you tell me something. Did someone show you a paper about you?""
Elliot's eyes filled.
"Claire said there was a report.""
Daniel felt his stomach tighten.
"What kind of report?""
"She said the school told people I was a danger.""
Daniel stared at him.
"Who told you that?""
"Claire.""
"When?""
Elliot rubbed the corner of the photograph with his thumb.
"After you went to Chicago.""
Daniel forced himself to remain calm.
"What did she say happened?""
Elliot swallowed.
"She said I hurt Grace.""
Daniel looked toward the patio steps, where Grace was arranging her toy animals.
"Did you hurt Grace?""
"No!"" Elliot's voice rose in panic.
"I didn't hurt her. I would never hurt her.""
"I believe you. I'm asking because I need to understand what Claire told you.""
Elliot's shoulders relaxed slightly.
"She said Grace fell because I pushed her. But I didn't push her.""
Daniel felt a chill move through him.
"What actually happened?""
Elliot looked toward the house again.
"Grace fell down the stairs.""
"When?""
"The day before you went to Chicago.""
Daniel remembered that day.
Claire had called him while he was packing for the trip. She had mentioned that Grace had tripped on the stairs but was fine. He had asked whether she needed a doctor, and Claire had assured him that the girl had only bruised her knee.
He had not asked to speak with Grace.
He had not asked Elliot what happened.
He had simply trusted Claire's account.
"What were you doing when Grace fell?"" he asked.
"I was upstairs.""
"Where?""
"Outside my bedroom.""
Elliot's eyes shone.
"Grace was running. She slipped on the last few steps, and I grabbed her arm. But I couldn't hold her.""
Daniel swallowed.
"Did she get hurt?""
"She cried. Her knee was bleeding a little. I got a towel and called Claire.""
"Did Claire see you help her?""
Elliot nodded.
"At first, she said I was good for helping. Then Grace told her I grabbed her arm.""
Daniel frowned.
"Because you did grab her arm?""
"Because I tried to stop her from falling!""
The boy's voice cracked.
"Claire said I was rough with her. She told me not to lie. I kept saying I didn't push her, but she wouldn't listen.""
Daniel pulled his son into his arms.
Elliot clung to him.
"She said if I told you, you would think I was dangerous," he whispered.
"She said you wouldn't want me anymore.""
Daniel closed his eyes.
The report.
The placement paperwork.
The threats.
They might all have begun with an accident that Claire had deliberately misrepresented.
But he needed more than a child's frightened recollection.
He needed to establish what had actually been reported and by whom.
"Elliot, listen to me," Daniel said.
"If Grace fell, that doesn't automatically mean you did anything wrong. And if someone says you did something you didn't do, you are allowed to tell the truth.""
Elliot nodded against his shoulder.
"Can I tell you something else?""
"Always.""
"Grace told me she remembers.""
Daniel drew back.
"Remembers what?""
"What happened on the stairs.""
Before Daniel could ask more, the back door opened.
Claire stepped onto the patio.
She was dressed for work, carrying her handbag and car keys. Her gaze immediately landed on Elliot in Daniel's arms.
"What are you telling him?""
Daniel stood.
"Nothing you need to interrupt.""
Claire's expression hardened.
"Elliot, go inside.""
The boy flinched.
Daniel moved slightly in front of him.
"He can stay here.""
Claire stared at him.
"You cannot keep undermining me.""
"Then stop giving me reasons to question your judgment.""
Her face flushed.
She glanced toward the patio steps, where Grace was now standing beside Mason.
"Daniel, this is getting out of hand. You're encouraging Elliot to invent stories about something that happened months ago.""
Daniel felt his pulse quicken.
"You know about the report.""
Claire went still.
"What report?""
"The one filed while I was in Chicago.""
She looked at his phone.
"Rebecca told you.""
It wasn't a question.
Daniel said nothing.
Claire exhaled sharply.
"Of course she did. She's always been jealous of the fact that I was able to build a family with you.""
"Don't change the subject.""
"I'm not changing anything. Rebecca offered to help me when I was struggling, and now she's using that information to make me look terrible.""
"Did you tell her Elliot pushed Grace down the stairs?""
Claire's eyes darted toward the children.
"I told her what happened.""
"Did you actually see him push Grace?""
Claire's mouth tightened.
"I saw Grace at the bottom of the stairs. I saw Elliot standing over her. I saw the injury.""
"That's not what I asked.""
She folded her arms.
"I wasn't there when it happened.""
Daniel felt the answer settle heavily between them.
"Then why did you tell people he pushed her?""
"I said I was concerned about his behavior!""
"Did you tell Rebecca that he had deliberately hurt Grace?""
Claire looked away.
For a moment, Daniel thought she might deny it.
Instead, she said, "I told her I was afraid he might hurt someone if his behavior continued.""
Elliot made a small sound behind him.
Daniel turned.
His son was staring at Claire with the same frightened expression Daniel had seen in the first video.
He reached back and took Elliot's hand.
"Go inside with Mason and Grace," he said quietly.
"I'll be there in a minute.""
Elliot hesitated.
Daniel squeezed his hand.
"You're not in trouble.""
The boy finally followed the others into the house.
Daniel waited until the door closed.
Then he faced Claire.
"You took an accident and turned it into a claim that my son was dangerous.""
"I didn't know what else to do!""
"You could have told me.""
"You were in Chicago!""
"I would have come home.""
Claire gave a bitter laugh.
"Would you? You had meetings. You had presentations. You had all those important people waiting for you.""
Daniel felt the truth in the accusation, but not the justification.
"I should have been more available. That doesn't make what you did acceptable.""
Claire's face twisted.
"You don't understand what it was like after Grace fell. She cried whenever Elliot came near her. Mason said Elliot had been angry earlier that day. I was trying to protect everyone.""
"Did Mason actually say that?""
She hesitated.
"I don't remember.""
"Did Grace say Elliot pushed her?""
Claire looked toward the house.
"She was upset. She said he grabbed her.""
"Because he was trying to stop her from falling.""
"You weren't there!""
Daniel nodded slowly.
"No. I wasn't. And instead of calling me and telling me what you knew, you contacted someone from my company.""
Claire looked startled.
"I didn't contact Rebecca. She contacted me.""
Daniel's heart began to pound.
"Why?""
Claire pressed her lips together.
"She said there had been a concern raised about Elliot.""
"By whom?""
"She wouldn't tell me at first.""
"But eventually?""
Claire looked down.
"She said your name.""
Daniel felt the ground shift beneath him.
"You believed her?""
"She had a report. She said it came from your company.""
"And you never asked me whether I had filed it?""
Claire's eyes filled.
"You were always saying how exhausted you were. How difficult everything had become. I thought you might have spoken to someone privately.""
Daniel stared at her.
She had believed a report bearing his name because it suited the fear she had already been feeding Elliot.
Or perhaps because Rebecca had given her a reason to believe it.
Either way, Claire had used that report to threaten a child.
"Did you know Rebecca was planning to arrange placement?""
"I thought she was finding options.""
"Did she tell you the application had been submitted?""
Claire nodded reluctantly.
"She said the file was already open.""
Daniel took a slow breath.
"Did you know my name was on the report?""
"Yes.""
"Did you ever ask me about it?""
"No.""
The admission came out so quietly that Daniel almost missed it.
He looked toward the house.
He could see Mason through the glass, standing close to Elliot while Grace sat on the sofa.
The children were watching.
Waiting.
Trying to determine whether the adults were going to make their world safe or frightening again.
Daniel turned back to Claire.
"This conversation is over for now. Martin is verifying the records. Until we know what happened, nobody is taking Elliot anywhere or threatening him with placement.""
Claire's eyes flashed.
"You can't order me around.""
"I'm not ordering you around. I'm telling you what I will do to protect my son.""
She stared at him, then turned sharply toward the car.
Before she reached it, her phone rang.
She looked at the screen and answered.
"What?""
Daniel couldn't hear the voice on the other end, but he watched Claire's expression change.
"No," she whispered.
"He doesn't know that part.""
A pause.
Then she looked directly at Daniel.
"Because I told you I would handle it.""
Her voice became sharper.
"Rebecca, stop calling me.""
She ended the call.
Daniel stood still.
"What part don't I know?""
Claire shoved her phone into her handbag.
"Nothing.""
"Claire.""
She turned toward him.
"You need to stop digging into this. You're going to discover something you can't undo.""
Daniel stared at her.
"What exactly am I going to discover?""
Claire's eyes filled with something that looked almost like desperation.
Then she said, "Ask your company why the original report was filed before Grace ever fell down those stairs.""
She got into her car and drove away.
Daniel remained on the patio, staring after her.
Before Grace fell.
Before Elliot had been accused of hurting her.
Before the placement paperwork.
He pulled out his phone and opened the scanned report again.
He had focused on the sentence naming him as the original source.
Now he scrolled to the top of the document.
The filing date was clearly printed beneath the reference number.
It was four days earlier than the date Grace fell.
Daniel's hands went cold.
If Claire was telling the truth, someone had filed a report about Elliot before the supposed incident that had justified it.
And if she was lying, she had just revealed that she knew exactly when the report was created.
Either way, the story was far from over.
Daniel called Martin.
"I need you to look at the filing date on that report again.""
"I have it in front of me.""
"It predates Grace's fall.""
Martin went silent.
Then he said, "Daniel, don't leave the house. I'm going to request the underlying records through the proper channels. We need to establish whether this was a preliminary concern, an administrative error, or something more serious.""
Daniel looked through the patio doors.
Elliot was standing inside, watching him.
His son lifted one hand and pressed it against the glass.
Daniel raised his own hand in response.
He would not let Elliot see how frightened he was.
But as he watched his son, one question consumed him.
May you like
If the report had been filed before the incident Claire used to justify it, what had Rebecca known about Elliot before anyone claimed he had done anything wrong?
And why had she used Daniel's name?
